For one full decade, David d'Heilly worked on a series of projects at the International Communication Center (ICC), Tokyo's premier media arts museum. Some of the annual exhibitions he coordinated or co-curated were "The Museum Inside the Telephone Network" (1991), featuring the works of nearly 100 artists, writers and cultural figures accessible via telephone, facsimile and computer; "On The Web - the Museum Inside the Network" (1995), an exhibition of 22 artists and artist groups accessible via the WWW and some installation spaces; and also worked on the development of "The 20th Century Matrix, a multimedia database, and the ICC Collection, featuring installations by artists such as Toshio Iwai, Karl Sims, Dumb Type, Heri Dono and Jeffrey Shaw.
